Project Understanding the Demand for Anchoring Outside the Jurisdiction of Major Public Ports in Canada (ADOPT) is a Transport Canada funded project that provides a detailed overview and examination of the following:

  • Establishing and analyzing past, current and future freight traffic profiles (limited to: tankers and dry bulk carriers) to and from major Canadian ports (Vancouver, Prince Rupert, Montreal, Quebec, Halifax), and vessel movements per origin-destination (country and port).
  • Establishing and analyzing past, current and future trends for freighters (limited to: tankers and dry bulk carriers) anchoring inside and outside public ports jurisdiction;
  • Establishing and analyzing past, current and future factors that have had or are expected to have an impact on major ports (Vancouver, Prince Rupert, Montreal, Quebec, Halifax) traffic and demand for anchorage sites inside and outside their jurisdiction.  Factors to be considered include but are not limited to: trade agreements, increase in bulk commodity volumes, freighter sizes, freighters current and forecasted supply, costs to hire freighters, the environmental requirement such as Emission Control Areas (ECA) Port fee structures, regulations, commercial practices.
