The aim of this research/consultancy is to assist the Government of Samoa in the rationalising of maritime studies focused on effectiveness and efficiency. The importance of this project derives partly from the extent to which the more cost-effective provision of maritime studies can reduce the strain that is placed on the government’s fiscal base. The project responds directly to the Samoa Government’s strategic need for cost-effective human resource development in the maritime industry, and through a process of research-based action learning it seeks to help capacity-building of government officials.
