IMO Expert Lecture on Climate Finance

On 5 February, Capt. Sukhjit Singh, Technical Officer in the Sub-division for Maritime Development of the Technical Cooperation and Implementation Division at the International Maritime Organization (IMO), delivered a lecture on Climate Finance and Financing Maritime Decarbonization in Small Island Developing States (SIDS) and Least Developed Countries (LDCs).

Addressing students of the Maritime Energy Management MSc specialization, Capt. Singh focused on how climate and development finance can enable maritime decarbonization in resource-constrained contexts. The lecture introduced key climate finance instruments, funding sources, and innovative financing mechanisms relevant to low- and zero-emission maritime technologies, with particular emphasis on the specific challenges faced by SIDS and LDCs in accessing such funding for maritime use.

Through interactive discussions, practical examples, and case studies, the session examined the financial, technical, and institutional barriers to developing bankable maritime decarbonization projects. Capt. Singh also guided students through the essential components of robust and donor-ready project proposals, including project objectives, impact metrics, financial structuring, and risk management.

The lecture combined facilitated discussions with an interactive workshop, allowing participants to apply climate finance and proposal development principles to real or hypothetical maritime projects. The session concluded with group presentations and peer discussions, encouraging knowledge exchange across different geographical and institutional contexts.

At IMO, Mr Singh works on developing & implementing projects, and capacity development initiatives supporting climate action and maritime decarbonization. He is a 2017 graduate of WMU’s Postgraduate Diploma in Maritime Energy Management. 

The Malmö MSc in Maritime Affairs is a 14-month programme with seven specializations: Maritime Education & Training; Maritime Energy Management; Maritime Law & Policy; Maritime Safety & Environmental Administration; Ocean Sustainability, Governance and Management; Port Management, and Shipping Management & Logistics. Foundation studies are taught in the first term and cover the introductory knowledge that is fundamental to all activities in the maritime field. Three successive terms focus on specialization studies and a dissertation. WMU has more than 80 Visiting Lecturers from around the world who contribute their expertise to enrich the education of WMU students.
