Dr. Harry T. Conway is the Alternate Permanent Representative of Liberia and Chair of the Marine Environment Protection Committee (MEPC) of the International Maritime Organization (IMO). The IMO 2023 GHG Strategy was unanimously adopted under his leadership at MEPC 80. He is a member of the International Quality Assessment Review Body (IQARB), an industry-led initiative that ensures that vessels meet required quality regulatory standards. He is the immediate past Chair of the Africa Maritime Advisory Group at the IMO, and one of the experts that drafted the 2050 Africa Integrated Maritime Strategy for the African Union in 2014. He has formed part of the Liberia Delegation to IMO meetings since 2006.
Before moving to London in 2012 as Policy Officer and Officer in Charge of the Liberia Permanent Mission to IMO, Dr. Conway served as Chief of Staff to the Commissioner, Liberia Maritime Authority, and Secretary to the Board of Directors, Liberia Maritime Authority.
As an Associate Consultant, he joined the Liberia Maritime Authority in 2006 from the Development Consultants, Inc (DEVCON), Monrovia, Liberia. Before DEVCOC, Dr. Conway was Head of Treasury Operations and Corporate Strategy at Global Bank Liberia Limited. Before Global Bank, Dr. Conway was Officer-In-Charge of Financial Planning and Treasury Management, Liberia Bank for Development and Investment.
Dr. Conway holds a PhD in Politics and International Relations from Cardiff University, United Kingdom. His PhD research interest was environmental politics with the 2015 UNFCCC Paris Agreement as focus. Dr. Conway also has a Master, with distinction, in International Maritime Policy from the University of Greenwich, United Kingdom, and a Master of Business Administration from the Hanze University of Applied Sciences, Groningen, the Netherlands.
Dr. Conway is a contributor to the book, ‘The African Union and the Law of the Sea’ by the Juta Press, South Africa. He is a regular speaker at international shipping conferences. Dr. Conway is a guest lecturer at the International Maritime Law Institute's special course on the Protection of the Marine Environment and was an opponent to a WMU PhD Candidate.
