Birgit Nolte-Schuster helds a university degree in Educational Science ( Dipl.-Paed.) and obtained her Ph.D. (Dr. rer. pol.) in Social Sciences in 1989 at the University of Osnabrück. Her thesis entitled „The Implementation Cycle of Political Programs“ was within the field of empirical social research.
