Mr Reinhard Klingen is the Chairperson of the German Friends of WMU Association. He was former Head of the Central Services and Directorate-General at the German Federal Ministry for Digital and Transport (formerly Ministry of Transport and Digital Infrastructure - BMVI) from July 2019 to December 2021. Prior to his leadership in the Directorate of Central Services, Mr Klingen worked in the Waterways and Shipping Department of the BMVI for almost 20 years and as the Head of the Department and Directorate-General from December 2009 to July 2019. During his tenure as Head of the Waterways and Shipping Department, Mr Klingen initiated the current package of measures for the German flag. These include changing ship crew requirements, subsidies to reduce non-wage labour costs, subsidies for training places and 100% wage tax withholding for employers. Mr Klingen began his professional career after studying law at the University of Bonn.
